‘Theory & Practice’ - Nomad Autumn Events 2008

Nomad is bringing you a regional autumn mobile & flexible working event series to run twice in November and December 2008. 

  • Thursday, 27 November 2008 – Aston Villa Football Club, Birmingham
  • Thursday, 11 December 2008 - The Baltic Mill, Gateshead

These events are open to all delegates from UK local authorities and the Public Sector.

Each delegate place costs £185 (No VAT) but book before Weds 12 November and receive an ‘Early Bird Booking Discount’ down to £145 per delegate place.

Including Case Study Presentations from the following:

Hertfordshire County Council - who launched a broad council wide change programme in 2005 ‘The Way We Work’, which aimed to integrate changed ways of working with their accommodation strategy. This programme now in its final phase will see a reduction in accommodation from 51 to 3 main offices, with 4,500 staff and a broad introduction of flexible and remote working. Through modern, fully equipped offices staff can use the latest technology to work from hot-desks, at-home or from various touchdown centres across the County.  The Council has learned many crucial lessons with the phased transfer of staff to the new ways of working which it would like to share with the Nomad delegates.

London Borough of Islington - who are leading the way with a significant flexible working change programme, referred to as "SMART Working", which commenced in 2003 and had the objective of introducing flexible working arrangements and reducing the need for accommodation. These arrangements are making the most of information and communications technologies and building redesign, to allow employees to work wherever and whenever it is most effective. The programme, currently in Phase 2, has led to overall savings of £30 million with predicted revenue savings in the region of £550k per annum.  Through the introduction of this programme Islington expect to be able to release a total of 12 buildings. 

Examples of SMART Working include working for some of the time at home, mobile working, hot desking and working non-standard hours. New office designs, new management methods and streamlined, paper free processes are all included as part of the “SMART Working” programme.  A new phase is currently under design with the Chief Executive which aims to further broaden the change to include front line mobile workers and complete additional accommodation changes.

Norfolk Open Link - a £1.35 million two-year pilot project, operational from July 2006, to evaluate the impact mobile technology could have on economic development in Norfolk and the delivery of public sector services. It was developed by Norfolk County Council with South Norfolk Council and fully funded by the East of England Development Agency. Covering a large area of Norwich city centre it was the largest community wireless broadband network of this type in the UK and it gave free internet access for public sector employees, the business community and the general public. The project was completed in June 2008 and we shall look at some of the outcomes and issues of this work as well as consider the future prospects for such networks.

Manchester City Council - who see Intelligent Mobile Working as one of the key vehicles for meeting the Transformation and Efficiency Agendas laid down by central government. Gary Booth, Project Manager for MCC and David Murray, Managing Director for Kirona; the Intelligent Mobile Solution provider, will discuss MCC’s mobile working ambitions and, as an example, their initial pilot for their Pest Control service area. The presentation will include:  How MCC's mobile woring drive began, where the project currently stands and what general mobile working lessons and best practice has been learnt from the project.

BT - who have been working with a number of authorities in social care and mobile health and they will be presenting some of the latest information from councils around the UK.  They will also be talking about some of their extensive experience of flexible working and wireless connectivity.

Bringing together the latest thinking and developments across a range of four interest areas, Nomad has created a format to illustrate:

  • The ‘Theory’with practical guidance and expertise and;
  • The ‘Practice’ proven by case studies presented by the implementers.

Feedback from previous Nomad events has indicated that this mix of practical guidance, sharing experience and expertise alongside valuable networking opportunities to be extremely useful.

PROGRAMME OUTLINE
With four separate work streams, designed to bring you the ‘Theory’ in the morning and the ‘Practice’ in the afternoon, we are offering delegates the opportunity to pick and choose between desired subject areas.

The four themed work streams are:

Flexible Working
Councils continue to plan and implement more flexible working environments to provide better, more effective and efficient places for their staff to work. The 'Theory' sessions will review some of the basics including how to profile staff to understand what environments will be needed, considering the communication needs of a dispersed workforce and the essential people issues that need to be tackled. Building an overall framework and programme approach will also be addressed. 
The 'Practice' session will look at case studies around an integrated approach to mobile & flexible working, home working, buildings and facilities management to see how successful councils have met the challenges and delivered.

Delivering Care Services
Care service requirements and delivery is a fast changing area and the 'Theory' session will look at the uses of mobile and flexible working practice to produce responsive and modern delivery models. With a review of the assistive technology elements available and the way these might be integrated into less location dependent infrastructure effective use of data across the agencies involved will be considered.
The 'Practice' sessions will consider case studies that cover assessment, delivery and monitoring, scheduling and messaging within the mobilised workforce.

Children & Families
Children and families work has yet to see the full impact of new ways of mobile and flexible working. The 'Theory' session will consider where developments could occur and consider in detail such critical issues as information security both technically and managerially. How should new models of working be created and introduced into this complex operational environment? 
In the 'Practice' session there will be case study material and consideration of the development of a best practice approach.

Connectivity
Both wireless and cellular phone technologies continue to evolve offering faster and better connectivity. It is unlikely that a council will utilise only a single communication channel for its mobile and flexible workforce. This 'Theory' session will review the options and their respective merits and constraints together with the latest on the use of wireless spectrum and ensuring appropriate security of data. 
In the 'Practice'session there will be case study material looking at how councils have tackled the provision of this mix of connection from wireless cities to remote rural shires.

For each themed work stream, the morning sessions will discuss the latest thinking with input from implementers in the public sector and from commercial providers.  The afternoon sessions will be used to present and discuss real life examples from local authorities, to demonstrate what has been attempted, the achievements, successes and issues faced.  Both the ‘Theory’ & ‘Practice’ sessions will introduce tools, tips and techniques that everyone can use.

Delegates may choose to attend one themed work stream for the entirety of the day, or choose to change work streams at the lunch break.

Nomad will run the same event agenda and programme outline for each, but speakers and content may vary slightly between events.  Each delegate will receive a personalised agenda at least a week before the event they are due to attend.

Nomad will also be welcoming a number of commercial suppliers to exhibit at each of our events and will be available to network with throughout the day.
