The Cutting the Wires: Building a Wireless Strategy for Local Government' FULL 48 PAGE DOCUMENT.
The aim of the Nomad Wireless Forum is to work with local authorities, the public sector and technology partners to develop wireless strategies and to increase understanding of the opportunities available through the adoption of wireless technologies and digital community solutions.
This event was specially designed by the Nomad Wireless Forum in conjunction with Intel and featured local authority and industry expert speakers who have pioneered the development of outdoor wireless networks worldwide.
The focus of this 2-day learning event was to present case studies and detailed information that would provide delegates with:
A common understanding of wireless technologies as an enabler of transformation; and
A framework to help plan and develop a wireless infrastructure and solution suite
Over 2 days, the education seminar explored the following themes:
Why wireless technologies are promoted as a solution to the local authority efficiency agenda
Why wireless can be important in delivering business change in local authorities
Case studies featuring local authorities preparing and managing the challenges of deploying wireless solutions
Lessons learnt on the road towards better service delivery
The different wireless technologies available and construction of wireless networks
Choosing from the different business models for wireless
Using infrastructure and application layers to deploy mobile solutions more freely
Examination of the ecosystem of partners, internal and external stakeholders needed to deliver the vision.

Wireless technology has emerged as a viable communications mechanism for public service delivery. This session examines how wireless broadband has evolved in the UK and how the trend towards converged networks impacts future public service delivery.
Local Authority Challenges - Shaun Fensom, Manchester Digital
Local authorities are under pressure to develop far-reaching technology strategies to underpin transformation. This session looks at how authorities in Greater Manchester are responding to these challenges and considers how technology can be used to combat social exclusion by involving communities, and working in co-operation with the third sector.
A Local Authority Experience - Doug Sutherland, Leeds City Council
Learn the reality. This session demonstrates how local authorities are adapting to the challenges of wireless and what lessons have been learnt on the journey towards better service delivery.
The standards that determine how wireless devices should operate and communicate are evolving rapidly to cater for improved levels of security, faster data transfers, safety concerns and the quality of service provided. This session explores the differences between the various standards to help local authorities decide which technologies are best for their regions.
Wireless spectrum is the medium by which different wireless technologies transfer data from one place to another. Just like the wireless standards it supports, spectrum comes with its own characteristics. This session explains what wireless spectrum is and how important it is for local authorities and their choice of wireless technology.
Designing and building a wireless network involves multiple technologies and disciplines. This session explores how Wi-Fi, WiMAX, 3G and fibre can fit together within a Local Authority network to support a diverse range of applications including workforce mobility, CCTV, VoIP and public Internet access.
A Network Experience - Jamie Warren, South Norfolk Council & Pete Davis, Synetrix
This session is an exploration into how local authorities have chosen to how to put their wireless network together. What were the drivers behind their choices, the lessons learnt along the way and how they plan to develop in the future. A CCTV Experience - Andrew Snellgrove, City of Westminster & Mark Bouldin, Telindus
Wireless CCTV is often described as the killer application for wireless networks because of the variety of uses it can be put to. This session examines the experiences of local authorities deploying CCTV and how they have developed their service delivery strategies around this technology.
The Business Value of Technology - Martin Curley, Intel
Wireless technologies are at the forefront of government transformation and improved service delivery. This session will help local authorities to articulate the value of wireless technology to public service delivery so that decisions can be made as to the effectiveness of wireless initiatives.
Choosing a Business Model - Caroline Gabriel, Rethink Research
The planning, implementation and ongoing maintenance of wireless public services must be underpinned by a business model that reflects both commercial realities and public service mandates. This session outlines the options available to local authorities.
Due to unforseen circumstances, Caroline was unable to attend our event but agreed to make some slides available on the website to cover the area that she would have spoken about.
Mobile applications utilise the wireless network to better share data between public service agencies and their employees, whether they are in the office or out in the community. This session outlines the challenges facing local authorities in migrating legacy applications to new mobile usage models and will help local authorities develop more effective applications.
Local Authority Application Experiences - Stephen Hilton, Bristol City Council
Local authorities across the UK have been mobilising their applications to support shared services, economic vitality, security and safety, government efficiency and citizen services within their communities. This session documents the journey of a local authority and how the experience has shaped their wireless strategies.
Building the Ecosystem - Cheryl Bennett, ex-Programme Director, Wireless Westminster
In order for a local authority to realise its wireless vision, it is necessary to identify the ecosystem of partners and internal and external stakeholders that together have the capability to deliver that vision. This session examines the motivations of the different parties to the initiative and how local authorities can best ensure a successful outcome.
Local authorities must prepare for the changes that wireless technology will bring to the working environment. Preparing and managing change will enable local authorities to efficiently transform their organisations. This session considers the impact of mobilised solutions on staff and service delivery process as well as how it will impact citizens and business.
