Mobile & Flexible Working in Regulatory Services

ReGS LogoAbout the ReGS Project

Barnsley and Sheffield Councils are delivering an exemplar project to implement mobile and flexible ways of working in Regulatory Services.

Regulatory Services’ functions ensure public and environmental protection, including Environmental Control, Food and Health & Safety, Licensing, Trading Standards and Animal Health.  Traditionally, staff delivering these key front line services have tended to be office based and travel to sites to undertake inspections before returning to the office to record actions and produce letters and reports.  This has meant professional officers could spend less than half of their time undertaking inspections, with repetitive administrative tasks and double handling of inspection data limiting their productivity.

REGS inspectorUsing real-time mobile technology solutions that integrate remotely with the back office, our officers enjoy greater freedom and are able to spend more time with businesses and citizens advising, enforcing and educating.  Intelligent mobile systems that guide professional officers through complex procedures increase consistency and can facilitate completion of different types of regulatory inspection or assessment during a single visit.  Furthermore the flexibility offered by removing the dependency of a fixed office base means that officers are better able to plan their activities, and achieve an effective work/life balance.

Key benefits:

  • More efficient use of accommodation - planned reduction by one third
  • Better use of officer time - average +10% Productive Time
  • Cashable savings - calculated annual value £750k
  • Quicker response to incidents
  • Service delivery outside of core hours
  • Improved service quality/accuracy – no re-keying of data
  • Improvements in absenteeism
  • Benefits to the individual – freedoms and flexibilities
  • Wider organisational benefits and service transformation
